Student Cell Phone and Other Mobile Communication Devices Policy

Beginning on the first day of the 2026-2027 school year, WJUSD will begin a new Board policy for TK-12 student use of cell phones and other mobile communication devices during the school day.
 
Mobile communication devices include, but are not limited to:
 
  • Smartphones
  • Smartwatches
  • Earbuds/headphones/listening devices
  • Smart glasses
  • Gaming devices
  • Similar or emerging technology
 
The new Board policy supports California's Phone-Free School Act (AB 3216) and is designed to reduce classroom distractions, promote student learning, and encourage positive interactions among students, while limiting the use of cell phones and other mobile communication devices.
 

What You Need to Know

 
  • The law became effective on July 1, 2026.

  • Elementary Schools (TK-6): Phones and other mobile communication devices must be turned off and stored away during the entire school day.

  • Middle Schools (Grades 7-8): Phones and other mobile communication devices must be turned off and stored away during the entire school day, including lunch and passing periods.

  • High Schools (Grades 9-12): Phones and other mobile communication devices must be turned off and stored away during class but may be used during lunch and passing periods.

  • This Board policy primarily establishes consistent expectations across all District schools.

A mobile communication device includes any personally owned electronic device capable of sending, receiving, storing, or accessing:

Why is the District rolling out this new Board policy?

 
Our District is implementing this new Board policy to be in compliance with the new California law (AB 3216) that became effective July 1, 2026.
 
The Phone-Free Schools Act requires every California school district, county office of education, and charter school to have a policy that limits or prohibits TK-12 student use of cell phones while they are on campus. This new Board policy also addresses other mobile communication devices that are also disruptive to the learning environment.
 
Before adopting the Board policy, our District gathered feedback from students, families, and staff. The Board approved the Mobile Communication Devices Policy on June 11, 2026.
 

Does this Board policy apply to every TK-12 school?

 
Yes. The Board policy applies to every WJUSD TK-12 school.
 

What if I need to contact my student during the school day?

 
Please contact your school's main office. Staff will make sure messages are delivered to your student. If your student needs to contact you during the school day, they may also do so through the school office.
 

Are there any exceptions to the new Board policy?

 
Yes. Written, pre-approved exceptions include:
 
  • Health needs as determined by a licensed physician or mental health professional.
  • Requirements outlined in a student’s IEP or 504 Plan.
 
Other exceptions include:
 
  • Instructional use authorized by an educator.
  • In the case of an emergency or in response to a perceived threat of danger.
 

Can students use cell phones and other mobile communication devices before or after school?

 
Yes. The use of phones and other mobile communication devices is allowed:
 
  • Before the first bell.
  • After the last dismissal bell.
  • While riding the school bus (as long as it doesn’t interfere with bus operations).
  • During extracurricular activities, if it does not disrupt participation.
 

Where should students keep their cell phones and other mobile communication devices during the school day?

 
Phones and other mobile communication devices should be turned off and stored out of sight, unless a teacher authorizes their use for instruction or the student has an approved exception.
 

What happens if a student uses their cell phone or other mobile communication device during class?

 
Initial responses may include verbal reminders or counseling referrals. Repeated reminders or serious violations may result in parent notification or additional school consequences, including the device being held by a teacher or administrator until the end of the day or class period. A parent or guardian may also be required to pick up the device.
